On March 24, 2026, the 5th Japan-Lao Public-Private Joint Dialogue (PPD) was held at the Conference Room of Champasak Governor’s Office, co-hosted by the Pakse Branch of the Japanese Chamber of Commerce and Industry in the Lao PDR (JCCIL) and Champasak Provincial Government. Approximately 20 representatives from Japan, including officials from the Embassy of Japan in Laos, JETRO, JICA, and JCCIL, attended, while approximately 25 representatives from various departments of Champasak Province participated.
The conference was co-chaired by Ambassador Mr. Koizumi from the Embassy of Japan in Laos and President of Champasak Provincial Administrative Committee, Dr. Souksavan Vilayvong from Champasak Province, and proceeded in a dialogic format.
This year, we focused on 5 themas which are (1) Revision of electricity price for SEZ companies, (2) Improvement of National Road No 13 South (Section 8 km to 19 km), (3) Direct flights resume between Bangkok and Pakse, (4) Improving One Stop Services (Investment permits, import and export license, etc.) and (5) Request for clarification of IPMC’s organizational structure and creation of a manual for licensing procedures. Based on these five themes, Last year, Champasak Province underwent organizational restructuring, personnel changes and elections, which led to confusion regarding licensing and other procedures. In this dialogue, the Japanese side and the Champasak side engaged in sincere and earnest discussions to resolve and improve the issues. The public-private joint dialogue has been fruitful every year, and it is expected that this year’s dialogue will also lead to further improvements in the business environment of Champasak Province.
